The LRT Delivery team works closely with the Edmonton Transit Service and other City departments to deliver new LRT lines. Minimizing disruption to the existing LRT revenue service, businesses and residents, meeting the needs of operations teams and delivering a clear scope on time and on budget make this team agile and tactical in its approach.
The Engineering Program Manager, LRT Delivery is accountable for successful design/delivery of the program and the assigned projects within. You will be focused on the full lifecycle of a project: from the planning and design phase through to construction and turnover.

Key Responsibilities:

Program & Project Management

● Provide engineering leadership to guide program success
● Provide expert technical input on standard development and implementation in cooperation with industry
● Apply systems engineering approaches to ensure integration between multiple specialist disciplines on complex infrastructure projects
● Apply technical expertise to anticipate, identify and resolve issues that may impact the project
● Develop and implement unit processes and track performance measures to ensure successful delivery of projects
● Exemplary adherence to the Project Management methodology, policies, processes and core requirements, guiding the expectations for Project Manager knowledge excellence
● Develop, leverage and maintain strategic relationships necessary to advance the goals and objectives of programs/projects, including those within IIS and with citizens, Council, business and industry partners
● Oversee, monitor and report project milestones through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality
● Develop and implement robust public/stakeholder engagement processes and activities, working in collaboration with Communications and Engagement
● Manage the procurement and contract processes; direct and coordinate the work of consultants and contractors
● Coordinate contractor work with LRT Operations to ensure all processes are followed on live trackway

Leadership

● Mentor and coach staff in a manner that fosters a culture of growth, development and continuous improvement
● Oversee multi-disciplinary teams consisting of consultants, contractors, business partners and stakeholders
● Lead, establish and exemplify an inspiring, constructive and supportive team culture
● Act as agent of change and foster an open environment of continuous input and feedback from staff
● Ensure project managers are empowered and have the competencies, tools, and equipment required for them to perform their roles
● Oversee, develop and implement staff performance development and management plans; manage staff issues, disciplinary actions and processes; and conduct recruitment and selection processes
● Translate strategy into operational processes, approaches, and competencies
● Integral involvement in the design, implementation, and continuous improvement of project management processes and practices
● Oversee and ensure compliance with all applicable policies, directives, guidelines and processes; ensure all procedures are complete and required approvals of program/project deliverables are obtained

Engineering

● Review and approve, as required, the design and delivery of work performed by engineering consultants
● Develop and ensure appropriate specifications and standards are developed and/or used based on expert technical expertise and management of engineering specialists
● Apply technical expertise to anticipate, identify and resolve issues that may impact the project
● Oversee or perform in-field design and/or re-design to address unforeseen issues using expert knowledge
● Perform field inspections and work with contractors as required during the construction phase of projects
Safety Management
● Ensure the project abides by any applicable City of Edmonton Occupational Health and Safety Standards and Guideline

Qualifications :

● Degree in a related field of Engineering such as Civil, Mechanical, Electrical etc.
● Must be a Professional Engineer (P.Eng) and eligible for Professional Membership with APEGA
● 7+ years of progressively responsible engineering and project management experience
● Experience in Design and Delivery phases of capital construction of infrastructures
● Comprehensive understanding of planning and design related to architectural, civil, structural, mechanical, electrical, and/or landscaping disciplines
● Strong project management skills including an understanding of project management methods and techniques (PMBOK best practices)
● Demonstrated experience leading multi-disciplinary teams in the delivery of projects
● Proven planning, organizational and problem solving and presentation skills
● Experience developing and implementing public engagement processes
● Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
● Strong verbal and written communication skills, including facilitation, report writing and presenting
● Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
● Strong collaborative skills working with both internal and external stakeholders
● Experience managing and working with external consultants and contractors. Ability and willingness to delegate and empower others
● Working knowledge of relevant codes, legislation, regulations, policies and procedures (AREMA, OH&S, Environmental, etc.)

Assets

● Coursework/training in project management; financial management; or leadership training
● Project Management Professional (PMP) designation
● Experience related to light rail transit systems requiring engineering oversight (Ex.: track, signals, traction power, bridges, tunnels, right-of-way civil and electrical etc.)

Salary: $87,573 - $125,105 (Annually)
